Code of Conduct
The Code of Conduct is an overarching statement of ethics based upon behaviour. It focuses on the individual and is applicable to all those who play roles or practice in local public services. Every person who has acquired professional training from the Institute is expected to adopt this code, whether engaged on a permanent, temporary, consultancy, or voluntary basis.
01Selflessness
Act solely in the public interest. Put the people you serve first, advise wisely, and implement faithfully. Speak truth to power and challenge impropriety before considering personal popularity.
02Integrity
Avoid placing yourself under any obligation to people or organizations that might try to influence you inappropriately. Do not act to gain financial or material benefits for yourself, family, or friends. Declare and resolve all conflicts of interest.
03Objectivity
Act and take decisions impartially, fairly and on merit, using the best available evidence and without discrimination or bias. Keep an open mind and do not prejudge situations.
04Accountability
Take full responsibility for your actions and decisions. Submit to the scrutiny necessary to ensure accountability. Keep accurate records and safeguard confidential information.
05Openness
Act and take decisions in an open and transparent manner. Information should not be withheld from the public unless there are clear and lawful reasons for doing so.
06Honesty
Act with sincerity and respect the need for truthfulness. Do not knowingly make false, misleading or inaccurate statements. Promote a culture that supports whistleblower protection.
07Leadership
Actively promote and robustly support these principles. Be willing to challenge poor behaviour wherever it occurs. Use authority only in ways that are proportionate, lawful, respectful, and ethical.
08Democracy
Uphold the principles of representative government and the effective working of the democratic process. Do not engage in party political promotion that questions your professional impartiality.
